This is known as a shepards whistle. Mainly used in New Zealand by sheep herders. People also use this to train dogs and other animals like birds of prey. There's a great video on youtube about how to use this. https://www.youtube.com/watch?v=Mv66viUCn1Y
You can experiment with sizes for different tones.
Like most things, you'll have to get used to it in your mouth.
